Not decoratively painted, just your average light blue water tower. I got as close as the law allows to take the GPS coordinates. There is a cable blocking the road in with "no trespassing" signs on it. But with my second picture you can see some kids ignored those signs and went in and painted some graffiti on the base anyways.
