The land surrounding Niagara Falls was formerly filled with factories and mills utilizing the power of the Niagara River and falls to operate. A group of people led by Frederick Law Olmsted suggested the land be cleared of industry and return it to its natural beauty and make it accessible to everyone as a park. A report made by Olmsted in 1879 directed that the islands above the falls and a strip of land alongside the falls be included in the park, and that only such arrangements as were necessary to preserve the natural scene should be made. Little or no construction, except to facilitate visitors' appreciation of the site was to be made. The eastern shore and the islands were cleared and the eastern boundary of the shore was planted so as to screen out the city of Niagara Falls to the east.
Throughout the park, a series of paved paths snake around offering great views of the upper river rapids and of course the falls. Plenty of trees offer shady areas to picnic or just relax.
