In 1976, Johnson and Burgee were instructed by the CEO of Pennzoil to design a building that 'did not look like One Shell Plaza.' This is what they came up with - two off-set, 523-ft. glass towers, joined at the base by a glass pavilion.

When confronted with the challenge of designing a building different from the austere Shell Plaza, Johnson and Burgee began using early elements of the Post-Modern movement. Unlike typical International-Style buildings, Pennzoil Place was designed taking its location into account. The buildings were offset to frame the cupola of the Niels Esperson Building; the glass ceiling of the ground-level pavilion also perfectly frames other buildings in Houston's skyline. Johnson and Burgee played with this idea further with their 1983 Bank of America Building across the street, allowing its soaring neo-gothic facade to dominate the western interior of Pennzoil Place's atrium.
