I have been unable to find out too much information about the tower. There is a plaque on the outside that says it was "Rejuvenated by the Orleans County Historical Monument Corporation and Rededicated July 4, 1976".
It was built in 1874 on the highest point in the cemetery and was designed by Field and Diem.
Inside the monument are about 250 names of the local Civil War hero's who gave their lives to the cause. There is a winding metal staricase to the top where one has a wonderful view of Lake Ontario to the North and the NYS Boston Hills to the South.
