This appears to be a central piece at the Niagara Gallery, which is an 'Open to the Public' gallery operating for free.

as was told to me during my visit, this piece represents the aspects of human and animal approach to life in that animals act on instinct and one can trust how they will act because of this whereas man does not always act on instinct and that is why he cannot be trusted.

This location offers locally created pieces of art of various styles (painting, carvings, metal works, etc.) for sale by consignment. Most of the outdoor items are permanent fixtures though.
