At White Plains, along Mitchell Place, near the intersection of Mitchell Place and South Broadway, set vertically in the North stone face and near the Northeast corner of the large New York National Guard Building, 93 feet West of the center line of South Broadway, 36 feet South of the center line of Mitchell Place, 1.8 feet West of the Northeast corner of the building and 3.7 feet above the level of the ground.
