This was probably a very nice looking fountain when the park opened in 2003 but unfortunately it has fallen into disrepair however, it is still functioning. I did not see any signs or plaques describing the fountain or claiming ownership. I’m guessing that the fountain does not represent a theme, just an interesting water movement. The red flagging may indicate that some effort at maintenance is currently underway.
