This clock tower is at the church St. Severi in Otterndorf.
The church is also called Bauerndom (engl.: farmers cathedral) because it was built and financed by the surrounding farmers in 1261. The current tower dates from 1807 - at that time, however without a tip. Because of the missing top, he was able to used as optical telegraph for the telegraph-line Cuxhaven - Stade - Hamburg from 1837 until 1850. In 1876 he received a 48 meters high spire.

The dial in the west tower has golden roman numerals on a black background.
