Dr Vicars (American Sign Language University) has written the when fingerspelling the person doing the signing has the palm of their hand facing towards the watcher.

Dr. Vicars goes on to say "It is important to note though that sometimes when you aim a sign at yourself or move a sign toward yourself you are doing so to create additional meaning. (Mine vs yours / done to me vs done to you.)"


I think it is great that the city is trying to be more welcoming, more inclusive. It is nice that something was placed in the public space for people who are deaf or hard of hearing, other than a flashing warning light.
