The statue, also known as "Youth Crushing Evil" was completed by artist Paul C. Jennewein in 1944. It depicts a strong young man with a handful of arrows stepping on the body of a freshly slain dragon ("evil"). He raises his right hand in conquest.

The piece, along with several relief piece on the building, are easily viewable from the street and entrance to the Courthouse.
