From an information panel on site:
British Mine
During the First World War, thousands of British naval mines like this were laid underwater to counter German surface ships and submarines. Britain's Royal Navy created minefield as barriers intended to damage or sink German ships and submarines or to deter them from entering areas where minefields were known to exist. Small wheels on the base of these mines allowed them to be rolled easily into the water.
