These hand pumps were state of the art equipment in Japan until the late 19th century.

The box contained water which would be pressurized with a hand pump and a nozzle would be pointed at the fire. To achieve any degree of success the pump would need to be positioned close to the fire. The firemen would carry the box with the intent of being on the scene quickly. There were no hoses.
