In 2014 the "Outside the Box" program was organized by Hartford's Marketing, Events, & Cultural Affairs Office (MECA) and Livable Sustainable Neighborhoods Initiative. Area artists were selected, and each winning artist was given a utility box on Franklin Avenue to paint, to create a series of painted utility boxes public art along Franklin Avenue.
The utility box on Franklin Avenue at the intersection of Cromwell Street was painted by Christian Ayala. On the front and back this utility box contains a surreal image of an eyeball with a green iris and a pair of antlers. Black paint drips down, at regular intervals, from the bottom of the images. The "deer" are painted in the middle of a yellow-green, blue, and purple background filled with an orderly array of dots. Curvy white lines are scattered throughout the background. The impression is that the eyeball is flying. The URL link on the front is broken.
