This type of advertising columns were developed in 1854 as a measure against wild-sticking by the Berlin printer Ernst Litfaß. He came up with the idea after a visit to Paris in 1843 where he had seen plastered round urinals. During this period, the theaters emerged that attracted audiences for their performances through posters. On July 1, 1855, the first of 100 display columns were officially unveiled. He insisted it to be his exclusive right to exploit the displays. So, in Germany, billboards are called 'Litfaßsäule', after it's inventer Ernst Litfaß.
This one is placed at a spot where it's hardly to be seen. That is probably the reason that only one billboard is placed on it.
