In 2014 the "Outside the Box" program was organized by Hartford's Marketing, Events, & Cultural Affairs Office (MECA) and Livable Sustainable Neighborhoods Initiative. Area artists were selected, and each winning artist was given a utility box on Franklin Avenue to paint, to create a series of painted utility boxes public art along Franklin Avenue.
The utility box on on Franklin Avenue at the intersection of Maple Avenue was painted by Olivia Be Nguyen, a Central Connecticut State University graduate with a art major goes by the professional nickname "fiyabomb". Olivia used an interlocking puzzle motif. Each side is a different color: green, blue, red, purple. On each side a prominent piece contains an abstract, Picasso-like, image of a face. In each case paint drips from or obliterates the right eye.
