Cockshutt No.1 Transplanters were horse drawn and used for plowing grooves in the ground to plant potatoes, tomatoes and other vegetables. In this case, it may have been used for tobacco which was a mainstay for this region's economy until the late 1990s and first decade of the 2000s.

The two seats that are at the back and low to the ground are where the two planters would sit with their seed potatoes or other seeds. The person controlling the horse would sit higher and further in front. The seeds are held in the container. Most of the online examples I have seen would tell me that this piece of equipment dates to the 1920s or 1930s.
