Great sculpture of what at first glance appears to be a giant town crier-style bell and handle. However, a closer look shows that it is actually 2 pieces; the first is the ubiquitous brass bell, and the second is the marked wooden dowel placed in its top. The handle is actually a measuring rod or stick of the style used by archaeologists. The bar measure is a kind of historical marker. In an excavated site it negotiates between the present and the past by giving users a sense of time.

The piece, by artist Stephen Cruise, was completed in 1999. It is one of about 30 pieces located in Windsor's Sculpture Gardens located along Windsor's waterfront from the Ambassador Bridge to Walkerville.
