The rose garden was established in 1967 (Canada's Centennial). Based on a plaque that is in the garden, it appears to have been renamed in 2002, honourary or not, to September 11 Memorial Rose Garden.
Based on a rough Google Earth calculation that I did, the garden is a little more than 3,000 sq. ft.
