This is made of stainless steel tubing, coiled, with four complete spirals. It is fixed to the paved area at three points. As I was there in the school holidays, but after the time of the Library and Information Centre closing, I wasn't surprised that there was no bikes locked up here.
Your bicycle would have (I would suggest) the front wheel going over the lower part of the spiral, and into the lanscaped garden of white agapanthus. The bike would be locked up by using the crossbar, or seat tube for securing the chain. I would think that this Tender is less than 20 years of age.
