Immediately above the transom are three cast metal bas-relief panels representing three stages of road-builders, signed "H. Villa, 1933".

The first shows American Indians riding horseback and pulling travois. The second shows a man walking next to a covered wagon pulled by oxen. The third panel shows an automobile circa 1930 style.
