The plaque commemorates Robert MacGregor McIntyre and his lap at 99.58 mph on a Honda 250cc - 4 in 1961 of the Isle of Man TT Mountain Course.

The full text on the plaque is shown below:
"To Commemorate
ROBERT MacGREGOR McINTYRE
and is lap at 99.58 mph
on a Honda 250cc - 4 in 1961
only four years after exceeding 100mph
for the first time on a Gilera 500cc -4
Bob retired at this very spot on the
last lap of the 1961 250cc Race
whilst in the lead"

"Robert MacGregor McIntyre (28 November[1] 1928 – 15 August 1962) was a Scottish motorcycle racer. The first rider to clock an average speed of 100 mph (160 km/h) on the Snaefell Mountain Course, Mcintyre is also remembered for his five motorcycle Grand Prix wins which included three wins at the Isle of Man TT Races, and four victories in the North West 200. McIntyre died nine days after injuries sustained racing at Oulton Park, Cheshire in August 1962."
