This white-painted steel Wagon Wheel has 18 metal spokes, that are off-set from the metal hub, like a bicycle wheel. It is about one-quarter embedded in a pad of concrete, as a foundation for it to support the attached mailbox. It belongs to the Goodmans, on 'The Ranch'.
