The architectural firm Rutkowski, Bradford, and Partners of Jamaica won a Caribbean wide, including South Florida, regional architectural competition in the early seventies to design Cayman's first Government Administration Building which opened in 1975. The 35,000 sq ft four story glass office building became an iconic structure on Grand Cayman island.

However the building had become a liability for government due to safety and structural concerns and was replaced with a much larger modern building next door which opened in 2011. Most of the government departments moved out of the Glass House as a result of the fire safety and other problems with the building as it aged.

Currently there is an ongoing discussion about the future of the building. It might be razed to make way for a park. However many want to save the building, perhaps to lease it to a developer to be renovated.

The stamp was issued in 1983 by the Cayman Islands as part of a series of four stamps to commemorate the royal visit of Queen Elizabeth II and Prince Philip to the Cayman Islands.
