This monument is dedicated to Dr. Jack Burgess Tolbert (11/3/1919 - 7/12/1988), who served the town of Mountain View for 41 years.

The monument is located in Mountain View Community Park (also known as Dr. J.B. Tolbert Memorial Park), on 9th Street in the northwest part of town. The monument is red granite, and is standing on a large two-tiered concrete base. The engraving includes a photo of Dr. Tolbert, as well as three emblems of things which were important to him - the Masonic emblem, the medical insignia and the Rotary emblem.
The monument and dedication were made in July, 1989. The monument tells the story of this revered Mountain View citizen and friend. It reads:
(Picture of Dr. Tolbert) J.B. Tolbert, M. D. This park is dedicated to J. B. Tolbert, M.D., in recognition of his many years of faithful service to the town of Mountain View.J.B. Tolbert, M.D., practiced medicine in Mountain View from July, 1947 until his death in July, 1988. He graduated from the University of Oklahoma School of Medicine in 1943 and served in the U.S. Army from 1944 until 1946. He was a long-time member of the Rotary Club and the Masonic Lodge, had served on the school board, and was a former mayor of Mountain View.
