Just off of the New England Highway, about 8km north of Glen Innes is the Heritage Park, with lots of space, and it is pet friendly. While there are several prohibitions (NO Littering, Glass Bottles, Golf, Swimming, nor Horses), and several warnings (Shallow Water, Submerged Obstacles, Uneven Ground, and Water Hazard), there is a quaint roofed picnic shed for a sheltered picnic. While I didn't personally measure the altitude with my GPSr, I understand that the park is at about 1050 metres elevation, so be prepared for some cooler weather coming through.
This is also a Free Camping site, with a 'Dump Point' just off of the New England Highway. Plenty of room, unless there is a Celtic Event happening nearby. The wide turning circle is all pretty flat/level.
If your dog is well controlled, then it is allowed 'off-leash'. The centre of the park is bounded by the track, and suitable for many ball games. There is a 'Windyloo' - a 'locally made' environmentally friendly toilet - near the entrance to the park.

[I was going to pitch my tent here at 8pm, so I could get a better (daytime) photo of the Rotary International waymark, but with it drizzling so hard, ended up sleeping in the car.]
