Andy Hartley Payne won the 1928, Transcontinental Footrace - a 3,400 mile race from Los Angeles to New York City, 2,400 miles of the route was along the then new Route 66, the highway that connected the nation, often called the Mother Road.

This pavilion and picnic area were built in a new park on the south bank of the Kootenai River. It was built as a memorial to all the residents of the area who have suffered as a result of vermiculite mining in the area.
